Speaker McCluskie and Majority Leader Duran, co-prime sponsors, presented House Bill 26-1068, concerning the authority of the Executive Committee of the Legislative Council to establish policies for legislators to participate remotely in meetings of committees consisting of members from both chambers that are held at any time during the year. Under current law, the Executive Committee of the Legislative Council may adopt policies allowing legislators to remotely participate in interim committee meetings, and in legislative proceedings during a disaster emergency. The bill expands the executive committee's authority to adopt policies allowing remote participation by legislators in meetings of any joint committees that are comprised of members from both chambers, and are held at any time of the year. The bill sponsors responded to questions from the committee.
